The Waimea Water Treatment Plant (WTP) is located in the District of South Kohala, Island of Hawaii. The primary objective of the project was to upgrade the existing WTP to comply with requirements of the Hawaii Department of Health, Surface Water Treatment Rule (SWTR). Under this rule, all surface water sources must meet SWTR's filtration criteria, disinfection criteria, monitoring requirements, and reporting requirements. RMTC performed a thorough site investigation to analyze the existing treatment system and determine the actual scope of work, design the system, assist the County of Hawaii, Department of Water Supply (DWS) in obtaining permits and government approval, and provide services during bidding and construction.
The construction completion date for this project was mandated by a Consent Decree Order issued by the Hawaii Department of Health (DOH). RMTC assisted DWS with coordinating the working schedule with DOH to ensure that key deadlines were met. RMTC was the prime consultant responsible for the engineering report and design in the areas of WTP process, civil engineering, mechanical engineering and instrumentation.
