Project Description:

RMTC was prime consultant in the planning of this major roadway improvement project on the island of Hawaii which encompassed approximately 4.5 miles of a major 2-lane urban arterial through developed and undeveloped lands linking Kailua-Kona and Keauhou.

RMTC surveyors completed both topographic and cadastral mapping for this challenging project. Many existing parcels in the project area had modern metes and bounds descriptions. However, many others had original kuleana grants and awards that had not been surveyed since the original land titles were issued in the 1800s. In addition, the project area was known to have archaeological resources.

Many steps were required to create parcel maps for this 4.5-mile roadway segment, including: 

• Research original and modern land titles; 
• Develop a base digital file delineating the existing parcels; 
• Determine the most probable location of kuleana parcels; 
• Locate ancient burial and religious sites, existing monuments, both artificial and natural; 
• Reduce and digitize field data; 
• Perform boundary analyses and boundary reports; 
• Lay out the roadway alignment; and 
• Prepare and process parcel maps with County of Hawaii and State agencies. 

Other RMTC responsibilities in this project as Prime A-E included overall project coordination and administration; management of public committee meetings; preparation of construction and environmental documents (EA and permits); and extensive agency and community coordination.
