Project Description:
Planning documents prepared by RMTC included a NEPA-compliant Environmental Assessment and permits including: NPDES (G – Construction Dewatering, C – Construction Stormwater, and F – Hydrotesting Discharges); Water Quality Certification (Sect. 401); U.S. Army Corps of Engineers (Sect. 404); Stream Channel Alteration; Special Management Area; Shoreline Setback; Coastal Zone Management; Section 4(f); Section 7 of the Endangered Species Act; Section 106 of the National Historic Preservation Act; and City “No-Rise” Flood Certification. Other services included preparation of archaeological, faunal, and biological investigations and studies. Public meetings with the community and the neighborhood board, affected businesses, churches and schools were a priority since this project affected traffic and property access and required noise, dust and water quality mitigation.
