One of the largest subdivision developments on Oahu, the Villages of Kapolei is comprised of eight neighborhoods being developed by the State Hawaii Community Development Corporation of Hawaii and others. RMTC completed the backbone infrastructure design for all eight Villages as well as design of roads, parks, schools and other featured amenities.
In the conceptual phase of the development, the State purchased an 850-acre site for the "Second Urban Center," which provided the opportunity for RMTC to create a master plan for 5,000 homes, of which 60-percent were reduced in price to the "affordable" range for prospective homebuyers. The community now includes schools, parks, greenbelts, a town center and a championship golf course.
RMTC prepared Development and Utility Master Plan documents, build-out development schedules, engineering analyses and budgetary cost estimates for this planned community. The plan included major infrastructure and roadways, an 18-hole golf course, three schools, civic, community and commercial facilities. RMTC functioned as the prime consultant responsible for preparation and coordination of planning, civil, architectural, landscaping, and electrical disciplines.
