Honoapiilani Realignment, Maui, Hawaii
County of Maui

R. M. Towill Corporation is currently working with the County of Maui to prepare a Master Plan for the relocation of Honoapiilani Highway on the south shore between Ukumehame and Launiupoko. The Master Plan will be used to establish public policy that encourages responsible development in the coastal area by acknowledging coastal processes, providing for community recreational needs, and supporting sustainable alternative land uses. Master Plan objectives and tasks include:

▸    Evaluate various alternatives to determine an appropriate transportation corridor for the realignment of Honoapiilani Highway from Ukumehame to the proposed Lahaina Bypass at Launiupoko.
▸    Relocate the highway to eliminate threats of coastal erosion and tsunami inundation.
▸    Establish a buildable area within an Environmental Aspect Map that avoids the 70-year coastal erosion setback zone and archeological and cultural resources, preserves prime agricultural lands, and protects watersheds and restrictive slopes.
▸    Create an open-space preserve along the shoreline for a continuous, linear beach park that encompasses existing coastal recreational resources.
▸    Improve mauka-makai access across Honoapiilani Highway.
▸    Identify private development opportunities while maintaining the integrity of the linear coastal park concept.
